paid/waived fee/declined are automatically updated based on user (student or TA) action
dismissed is automated based on backend action, based on the logic around course preferences, if they’re accepted to a higher one
matched is automated based on something to do with pod info being uploaded.
declined - (it’s annoying that it’s both as it messes up the data for enrollment rate computations, should be changed in future years to be withdrawn (before decisions) or declined (after decisions)
